During the gaming show in Dec, there was no need to buy game. I am unsure why the rules are so different.

NONE.

You have to pat at least $2680 (official price, no one will sell less, only more) and at least one game (some shops want you to buy more).

PS3. get 60G model if available.
many TW people sold 40G for 60G.

I think you should wait for a while (maybe a couple of months) if you want to purchase PS3 40GB without game. All of the game shops are selling PS3 40GB with 1 - 2 games since they will lost money if they only sell console only.
